The Procurement Operations and Sourcing Analyst is accountable for providing key support for procurement operations and sourcing activity across the US Business. This role will allow the individual to learn both the transactional and strategic sides of procurement.
-Provide guidance to the business on both business and system procurement processes
-Management and response to centralized
procurement operations mailbox, responding to queries from internal procurement customers and suppliers for queries relating to procurement and the procurement systems (e.g. PO related requests; including invoice/accounts payable related requests);
-Processing of transactional queues such as new supplier requests, purchase requisition approvals, exceptions etc.
-As an approver on requisitions, ensure accounting information is correct, the correct purchasing channel is being used and approved Transurban suppliers based on defined contracts (where in place) are being used, as well as all items on the approval checklist.
-Review and understand contracts and schedule of rates in order to develop and maintain internal catalogues. This includes the identification of product descriptions/line item details, pricing information, commodity and accounting information, supplier details etc.
-Support the end to end sourcing event through stakeholder engagement, baseline validation, process validation, tender management, supplier negotiations, contract finalisation and stakeholder interactions.
-Identify and exceed cost savings targets through the effective identification of sourcing opportunities, construction of a savings plan and the successful execution of sourcing activities
-Support the end to end sourcing processes through analysis of "as is" business processes, functions and data-flows to establish a baseline for change.
-Continue to gather category / market intelligence across the supplier base, relevant to each category, in order to understand where the industry is going both in the short and long term and anticipated impacts and opportunities for Transurban.
-Support the development and implementation of innovative strategic category management strategies and plans, specific to the US business, and ensure they are effectively communicated to key stakeholders.
-Bachelor’s degree completed or in progress
-Advanced in Microsoft Excel, PowerPoint and Word
-Working knowledge with Microsoft Project and Visio
-Working knowledge with an eProcurement system
-Proven time management and organizational skills, ability to work on multiple tasks/projects simultaneously
-Working knowledge of quantitative, analytical, business process analysis and problem solving capabilities
-Knowledge of the entire sourcing process & skilled with technology based systems
-Exceptional interpersonal and communication (both written and verbal) skills
Personable and a strong relationship builder
-Ability to travel between different offices as required (13 miles)
-Ability to work off hours to overlap with Australian business
-Ability to meet competing deadlines
-Ability to engage, present and manage matters/issues to obtain buy-in and approval

Job Title: Director of Purchasing PSI-0702
Location: Alexandria, VA
Salary: $120,000 - $140,000 plus bonus and stock options

Director of Purchasing opening for a $230M, employee-owned, government contractor providing engineering, programmatic and technical support to DoD and other national security organizations.
You will lead a team responsible for $25M+ in annual direct and indirect purchases supporting their business units and associated product and service offerings in robotics, advanced weapons and other warfighter support systems.
This is a highly visible leadership position. We are seeking a highly engaged, hands on director who has significant experience in an R&D prototyping environment, who is conversant with federal government contracting, and who has the aptitude and orientation to effect change in the areas of technology, work flow and process improvement.
Essential Duties and Responsibilities:
• Serve as purchasing director for all operational and policy matters relating to direct and indirect purchases and blanket purchase agreements.
• Ensure each procurement action is compliant with the company’s Procurement Manual which is the basis for the company’s DCMA-approved purchasing system.
• Interface regularly with the line organizations to understand and plan current and future requirements.
• Analyze and streamline purchasing processes and workflow. Leverage commercial workflow technology and implement procurement best practices.
• Manage five buyers.
• 15+ years of progressive experience in purchasing with demonstrated success in interpreting and complying with the FAR, DFARS and other U.S. Government procurement regulations.
• Experience working in an R&D prototyping environment.
• Experience working with MRP or MRP-like systems.
• Proficiency in assessing the financial and technical viability and capability of potential vendors.
• Bachelor’s degree in business administration, Government procurement or a related field.
• U.S. Citizenship.
• Secret or higher clearance, desirable.
• Up to 10% travel may be required.
Desired Skills and Abilities:
• Experience supporting DCMA Contractor Purchasing System Reviews (CPSR).
• Experience with Deltek Costpoint.
• Working knowledge of subcontract management and administration.
